El New Public Management y los elementos para configurar un Estado del arte

Abstract

Este ensayo aporta elementos para ampliar el debate sobre el "New Public Management" a partir de la revisión de dos libros importantes sobre el tema. Uno de ellos es el de Jackson y Hood titulado La argumentación administrativa y el otro es de Ornar Guerrero, "Del Estado gerencial al Estado cívico". Adicionalmente, se toman algunas de las aportaciones que los ponentes de dos eventos internacionales realizaron sobre el tema, tanto en la reunión del Instituto Internacional de Ciencias Administrativas, celebrada en París en septiembre de 1998, como en el Congreso Latinoamericano de administración para el Desarrollo (CLAD), realizado en Madrid en octubre del mismo año. La intención es presentar los argumentos más importantes, tanto en favor como en contra, del New Public Managment, ya que para algunos representa la vertiente administrativa del neoliberalismo que ha originado innumerables perjuicios sociales y que apuesta a privilegiar la maximización de la ganancia sobre la justicia redistributiva, en tanto que para otros representa la oportunidad de introducir mayor eficiencia a la Administración Pública tomando las ideas "universales" de la administración privada y de negocios que han demostrado su utilidad para incrementar la productividad, la eficiencia y la eficacia.

This essay aims to provide an array of statements in regard to New Public Management (npm) debate. We analyse representative books of the issue. One is Jackson and Hood's book The administrative argument and the other one is the last Omar Guerrero's book "From management state to civic state". Aditionally, we looked at some papers presented in two international congresses. The first one held in September 1998 in Paris by the International Institute fo Administrative Sciences. The second one was the Development Administration Latin American Congress, held in Madrid in October 1998. In Both of them, scholars presented arguments in favor and against the new public management. According to some scholars npm represens the administrative side of structural adjustment ptogrammes, which have shown that for them maximizing earnings prevails over a just redistribution of wealth which is one of the main concerns in Latin America. Some other scholars belive that npm is an opportunity to have a more efficient government where productivity and efficacy are to be achieved no matter if we think either in business or in government affairs.
