'Die Arbeitszeitflexibilisierung war ein zentrales Thema der Kollektivverhandlungen der 1990er Jahre in Österreich. An Hand einer Analyse ausgewählter Branchen (Metall, Textil, Papier/Druck und Bau) zeigt der Aufsatz, dass die beachtliche Variation kollektivvertraglicher Verhandlungsverläufe und kollektivvertraglich vereinbarter Arbeitszeitregelungen mit dem Verhandlungshorizont der beteiligten Akteure erklärt werden kann. Der gewerkschaftliche Organisationsgrad und -bereich sowie der Verbandstyp der Arbeitgeberseite spielen dabei eine wesentliche Rolle: Je stärker die institutionellen Anreize zu einer gesamtwirtschaftlich ausgerichteten Politik sind, desto eher kommt ein Kompromiss zustande. Zugleich zeigen die Verhandlungsverläufe, dass eine Beurteilung der Entwicklung der Sozialpartnerschaft die Diversität kollektivvertraglicher Verhandlungsarenen nicht unterschätzen darf.' 'Working time flexibilisation was a core issue of collective bargaining in Austria during the 1990s. Based on an analysis of selected industrial branches (metal, textile, paper/printing, and construction), the paper shows that the considerable variation in the course of bargaining and in working time regulations can be explained by the bargaining horizon of the actors involved in collective bargaining. The union's density rate and representational domain and the employers' type of association are crucial factors of the result: the stronger the institutional incentives for an economy-wide orientation of policy are, the more likely is the agreement on a compromise. At the same time, the courses of bargaining show that an evaluation of the development of Austrian social partnership should not underestimate the diversity of collective bargaining arenas.'
