Las luchas indias por el reconocimiento de sus derechos colectivos y por la instauración de un modelo político que podríamos enmarcar en la llamada "ciudadanía multicultural" tiene ya varias décadas, y aunque se han registrado avances en términos de reconocimientos constitucionales, éstos aún no responden a las demandas de establecer regímenes autonómicos en diferentes regiones del país. Por su parte, el gobierno mexicano ha asumido un discurso político donde la pluralidad y la tolerancia son asumidas como parte de la política pública; sin embargo, la nueva ley indígena de julio de 2001 y los programas gubernamentales sitúan a los indígenas del país como menores de edad sujetos de una política asistencial, lo que aleja la posibilidad de reconocerlos como actores políticos.... view less

The Indian fights by the recognition of its collective rights and by the restoration of a political model that we could frame in the "multicultural citizenship" have several decades already, and although advance in terms of constitutional recognitions have been registered, these do not yet respond to the demands to establish autonomic regimes in different regions of the country. On the other hand, the Mexican government has assumed a political speech where the plurality and the tolerance are assumed as part of the public policy, nevertheless, the new indigenous law of July 2001 and the governmental programs locate the natives of the country as minors of a welfare policy, which moves away the possibility of recognizing them as political actors.... view less
