Ciertas perspectivas teóricas caracterizan al Estado en América Latina como una entidad que posee debilidad para homogeneizar la ley en todo el territorio y para hacerle frente a problemas sociales acuciantes. En este marco, se sostiene en el presente artículo que en lugar de pensar en debilidades o disfuncionalidades del Estado, es necesario pensar en una modalidad específica de gobierno sobre sectores determinados de la población, que posea finalidades estratégicas y que se despliegue en función de determinadas tecnologías que se hacen inteligibles dentro de formas discursivas específicas. Asimismo, se analiza la cuestión social a través de la noción de gobierno, cuestión que permite incorporar la dimensión de lo estatal, de lo social y de lo estratégico, evaluando las prácticas en términos productivos y no sólo en términos de disfunción o de ausencia del Estado.... view less

Certain theoretical perspectives characterize the State in Latin America as an entity that has a weakness for homogenizing the law throughout the territory and difficulties to face pressing social problems. Within this frame, it states in the present article that instead of thinking of weaknesses or dysfunctions of the State, it is necessary to think of a specific governmental modality on specific sectors of the population, that holds strategic objectives and that unfolds in function of determinate strategic technologies. Also, it analyzes the social issues by way of the notion of government, issues that will permit the incorporation of the state, social and strategic dimensions, evaluating the practices in productive terms and not only in dysfunctional terms or absence of the State.... view less
