El artículo analiza el uso de evidencia proveniente de distintas fuentes como un insumo para fundamentar las iniciativas de ley presentadas en la Cámara de Diputados en México. En un ambiente altamente politizado como es el ámbito legislativo, la incorporación de instrumentos de monitoreo, evaluación y auditoría representan herramientas útiles no solo para el desarrollo de iniciativas y propuestas de ley, sino también para informar y enriquecer el debate, en un contexto donde sistemáticamente convergen distintas ideologías. La hipótesis propuesta establece que el uso de evidencia es aún un recurso subutilizado en el trabajo legislativo en México. A través de un estudio de caso se analizan las principales fuentes de información a las que se alude explícitamente en las iniciativas de ley presentadas ante la Comisión de Desarrollo Social de la Cámara de Diputados durante las lx, lxi y lxii Legislaturas. El hallazgo más relevante muestra que aun cuando el uso de evidencia se ha incrementado en el trabajo legislativo, existe todavía un importante potencial para la explotación de fuentes de evidencia de distinta naturaleza, particularmente información generada por las propias instancias vinculadas a la Cámara, como son la Auditoría Superior de la Federación (asf) y los centros de estudio.... view less

This article considers the use of evidence coming from a variety of sources to substantiate bills introduced before the Chamber of Deputies. The Legislative, as a highly politicized arena, can rely on monitoring, evaluation and auditing tools not only for drafting initiatives, but also to inform and enrich the debate in a context where different ideologies converge systematically. This work suggests that the use of evidence is still an underutilized resource in Mexican legislative work. The main sources of information used in bills submitted to the Commission for Social Development at the Chamber of Deputies during the 60th, 61st and 62nd Legislatures are evaluated based on a case study. The most significant finding reveals that although evidences have been increasingly used in the legislative work, there is still significant potential for exploiting evidences from sources of a different nature, particularly those produced by agencies linked to the Chamber of Deputies, including the Superior Audit Office and the legislative studies centers.... view less
