Im- und Export von Aufstandsbekämpfung: von Rio de Janeiro nach Port-au-Prince und zurück

Abstract

Der Artikel befasst sich mit dem globalen Wiedererstarken von Aufstandsbekämpfung im urbanen Süden, indem er Brasiliens Erfahrung mit Konzept der Befriedung im Kontext von MINUSTAH (United Nations Mission in Haiti) und dessen weitere Anwendung in Rio de Janeiros marginalisierten Regionen, den favelas, untersucht. Die Autoren legen dar, dass der transnationale Export-Import von "Favela-Befriedungserfahrung" eng mit den geopolitischen Ansprüchen des Landes verknüpft ist. Indem die Autoren ihre Argumentation empirisch mit den Perspektiven lokaler AkteurInnen auf die Implementierung dieser Befriedungsstrategie in zwei marginalisierten Vierteln der Stadt, Maré und Alemão, fundieren, zeichnen sie deren Modifikationen und lokalen Anpassungen nach. Ferner weisen sie nach, dass das koloniale Befriedungsprojekt, das ein zentraler Aspekt der Aufstandsbekämpfung in Städten ist, die innerstaatlichen Kompetenzen des brasilianischen Militärs ausweitet. Durch Entfaltung dieses Arguments trägt der Artikel dazu bei, die weithin vernachlässigte Rolle von Staaten aus dem Globalen Süden als zentralen Akteuren bei globaler Aufstandsbekämpfung aufzuzeigen.

This paper addresses the global reemergence of counterinsurgency in the Urban South by focusing on Brazil’s pacification experience in the context of the MINUSTAH (United Nations Mission in Haiti) and its ongoing application in Rio de Janeiro’s marginalized areas, the favelas. We argue that the transnational export-import of 'favela-pacification experience' is closely connected to Brazil 's geopolitical aspirations. By empirically grounding our argument in the perspectives of local actors on the implementation of this pacification strategy in two marginalized areas of Rio de Janeiro, Maré and Alemão, we trace the strategy's modifications and local adaptations and demonstrate that the colonial project of pacification, which is central to urban counterinsurgency, extends the domestic competences of the Brazilian military. In developing these arguments, this paper contributes to the largely neglected role of states from the Global South as central actors in the making of global counterinsurgency.
