Im Zuge des Ausbaus der Betreuungsplätze lässt sich eine ambivalente Inwertsetzung dieser Tätigkeitsbereiche feststellen, in der austeritätspolitische Maßnahmen Qualitätsverbesserungen zuwiderlaufen. Die Beschäftigten profitieren hiervon materiell nur bedingt.
