Objective: discussing the national policy of primary care in the Unified Health System with health professionals from three municipal health centers. Method: a qualitative, descriptive-reflective and action research. The population was health professionals that serve women and children. We selected all professionals of municipal health centers program area of 1.0. For data collection were conducted three seminars which were recorded and transcribed, with carved minutes. The study was approved by the Research Ethics Committee of the School of Nursing Anna Nery under Protocol No. 37/08. Results: the data were subjected to thematic analysis, followed by the construction of four categories. Conclusion: the subjects believe that the greatest difficulty in carrying out the principles of primary health care is a lack of human resources to carry out educational activities within the collective as the individual is realized.... view less
