"Der folgende Beitrag untersucht die Entwicklung der Gehälter des 'Sozialwirtschaft Österreich'-Kollektivvertrags (SWÖ-KV) in den Jahren 2004 bis 2014. Besonderes Augenmerk liegt auf der Frage, welchen Einfluss die kalte Progression in dieser Zeit ausübte. Anschließend wird der Mehrbetrag erhoben, welcher den nach SWÖ-KV entlohnten ArbeitnehmerInnen geblieben wäre, hätte es einen 'Tarif auf Rädern' (Indexierung der Steuerstufen anhand des Verbraucherpreisindexes) gegeben. Die Ergebnisse zeigen, dass Gehälter niedrigerer Verwendungsgruppen steuerlich verhältnismäßig stärker belastet wurden als jene höherer und dass sich der Staat über die kalte Progression von den ca. 100.000 nach SWÖ-KV entlohnten Personen im untersuchten Zeitraum mindestens 215 Mio. "The here presented article focuses on estimating the development of salaries of the collective agreement 'Sozialwirtschaft Österreich' between 2004 and 2014. One specific question of interest is the influence of sly progressive taxation during the examined time period. Consequently, the monetary loss is calculated for employees, whose salaries are based on the above mentioned collective agreement, and are being then compared with the alternative assumption, where tax brackets are increased according to yearly inflation. The results reveal two important findings: firstly that during the covered time period the sly progressive taxation had a stronger impact on lower than on higher salaries. Secondly, because of means of sly progressive taxation, Austria earned an estimated extra tax revenue of at least 215 Million Euros from approximately 100.000 employees, whose salaries are based on this collective agreement."
