An emerging urban community spanning the frontier, the Basque Eurocity Bayonne-Saint Sebastian

Abstract

Der Wegfall der Grenzen in der Europäischen Union seit 1992 führte zu einer signifikanten Neuordnung von Territorien. Das ist der Fall im Baskenland. Diese Entwicklung erhält starke Impulse von der Ideologie der Schaffung eines Europas der Regionen und der Wiederbelebung historischer Territorien. Erste Schritte waren die Festlegung einer grenzüberschreitenden bebauten Fläche unter Einschluss der Städte Bayonne (französisches Baskenland) und San Sebastian (spanisches Baskenland). Die beteiligten Akteure auf öffentlicher und staatlicher Ebene schufen die institutionellen Grundlagen für die Kooperation zwischen zwei bis dahin durch die Landesgrenze getrennte Gebiete und für die Weiterentwicklung in Richtung einer Fusion dieser beiden urbanen Territorien. Diese festgelegte bebaute Fläche erscheint wie ein heterogener Raum auf der Basis neuer Grenzen, die an die Stelle der alten internationalen Grenze treten. Es hat den Anschein, dass diese Grenze nur noch im Verhalten und in den Köpfen der Bewohner existiert... Könnte sich dies vielleicht nicht schon als hinreichend großer Hemmschuh erweisen? The dismantle of the borders in the European Union since 1992 generated significant recombinations of territories. That's the case for the Pays Basque, strongly stimulated by the ideology of an Europe of the regions and the revival of an historical territory. First steps have been taken by the invention of a cross-border built-up area including the cities of Bayonne (French Pays Basque) and of San Sebastian (Spanish Pays Basque). The public actors involved set up the institutional bases of a cooperation between two entities until then separated by the national border, and of the progression toward a fusion of these urban territories. This devised built-up area appears to be a heterogeneous space based on new limits taking the place of the old international border. It seems that the latter does not exist anymore except in the behaviour and the mind of the inhabitants ... Would it not be a sufficient brake? (author's abstract)
