Neue Kleider für Italiens Sozialisten

Abstract

"Eingerahmt von einer großen, interklassistischen Christdemokratie auf der rechten und der klassischen Arbeiterpartei PCI auf der linken Seite, müssen Italiens Sozialisten gegen zwei übermächtige Gegner konkurrieren, von denen der eine (DC) die Regierungs- und der andere die Oppositionsrolle monopolisiert hat. Kehrseite dieses strategischen Dilemmas ist eine Situation, die den Sozialisten mehrere koalitionspolitische Optionen offenläßt. Craxi, der die Sozialistische Partei reorganisierte und an der Spitze straff und autoritär führt, vermochte diese zentrale Position der PSI in koalitionspolitischen Extraprofit umzuwandeln. Aber auch ihm gelang es nicht, die Partei aus ihrer minderen Bedeutung bei den Wählern herauszuführen. Programmatisch vollzog sich in der Ära Craxi ein Paradigmenwechsel von der Systemtransformation zur Regierbarkeit des Systems. Ob der selbstgestellte Imperativ der Regierbarkeit mit einer Politik realisiert werden kann, die zwischen neoliberalen Tendenzen, neokorporatistischer Programmatik, politischen Etatismus und einer opportunistischen Machterwerbsstrategie oszilliert, bleibt eher zu bezweifeln." "Bracketed by a predominant Christian Democracy to the right and the classical workers party PCI to the left, the Italian Socialists are forced to compete with two powerful opponents, the one (DC) monopolizing the governmental, the other the oppositional role. What in the past turned out to be a strategic dilemma for the Socialists, opened various coalitional options during the last decade. Craxi, who reorganized the PSI and led the party at the top autocratically, suceeded in turning the party's pivotal role to the advantage of the Socialists. But even he failed in overcoming the partys electoral inferiority. Programmatically a shift of paradigms from the transformation to the governability of the system took place under Craxis leadership. But it is doubtfull, that the self-imposed imperative of the system's governability can be realized by policies which oscillate between neoliberal tendencies, neocorporatist pretensions, political etatism and macchiavellistic strategies."
