Wissenschaft in veränderten Umwelten: Mikrostrukturen institutionellen Wandels; zur programmatischen Orientierung der Forschungsgruppe Wissenschaftspolitik

Abstract

Die Innovationsfähigkeit moderner Gesellschaften hängt an der Wissenschaft, lautet die verbreitete Annahme. Entsprechend hoch sind die politischen und gesellschaftlichen Erwartungen. Doch folgt Wissenschaft oft eigenen Regeln und Handlungslogiken. Von großem Interesse sind für die Wissenschaftsforschung daher die mikro- und mesostrukturellen Übersetzungsprozessen externer Erwartungen, deren empirische und konzeptuelle Analyse ein Verständnis für Wandlungsprozesse im Verhältnis zwischen Wissenschaft und ihren Umwelten überhaupt erst ermöglicht. Vor allem ist zu analysieren, wie kollektive und individuelle Akteure in neuen wissenschaftspolitischen Gestaltungsprozessen und mit deren intendierten und nichtintendierten Folgen umgehen. Künftige Forschungen der Forschungsgruppe Wissenschaftspolitik orientieren sich daher vor allem an den Mikrostrukturen des institutionellen Wandels. Dabei geht es um die Freilegung von Orientierungsmustern, die im Handeln und Entscheiden von Wissenschaftlern in Anspruch genommen werden und damit strukturierend wirken. Wie verarbeiten und deuten Wissenschaftler und Wissenschaftlerinnen veränderte Handlungs- und Kommunikationssituationen, welchen Sinn geben sie ihnen? Welche Deutungsmuster finden wir vor? Welche Handlungen und neue Handlungsmuster werden erzeugt? Entlang der drei Dimensionen -Organisation, Profession und Karriere- werden zentrale Ergebnisse der jüngeren Forschungsarbeiten präsentiert und die jeweiligen konzeptionellen Zugänge erläutert. It is widely acknowledged that the capability of modern societies to be innovative depends inter alia on science with the latter evoking great political and societal expectations. And yet, science is often following its own rules and logic of action. Against this backdrop, Social Studies of Science are interested in how external expectations are translated into the science system on a micro- and meso-structural level. In order to seize insights into the potentially changing relations between science and its environments, it is necessary to combine a convincing theoretical framework with thorough empirical analyses. First and foremost, there is the question as to how collective and individual actors cope with new processes launched by science policy-making, as well as with their intended and unintended consequences. Following this question, future analyses of the research group Science-Policy Studies are particularly geared towards the micro-structures of institutional change. This entails that those patterns of orientation employed by scientists and structuring their actions and decisions accordingly will be unfolded. In other words, how do scientists process and hence construe changing situations of action and communication imposed from the outside of science, and what meaning is conveyed to them? Which interpretive schemes can we find here, and what actions and patterns of action are generated in these translation processes? Presenting a selection of key findings, this discussion paper illustrates our conceptual approaches to the analytical core dimensions of organizations, the professions and careers, all of which are paramount in understanding the social world of science.
