Gleichstellungspolitischer Wandel durch Engagement und Handeln der Frauenorganisationen: Kroatien auf dem Weg zur Gleichstellung

Abstract

"Der Beitrag geht der Frage nach, wie die kroatischen Frauenorganisationen zum gleichstellungspolitischen Wandel in Kroatien beitrugen und welche Mitteln sie bei der Formulierung, Initiierung und Verabschiedung innovativer Gleichstellungspolitik auf staatlicher Ebene in Kroatien nutzten. Die Autorin argumentiert, dass die kroatischen Frauen-NGOs als Normadvokaten mit einer Doppelstrategie arbeiteten, um auf die Nichteinhaltung von internationalen gleichstellungsspezifischen Normen auf der nationalen und internationalen Ebene aufmerksam zu machen und eine Veränderung zu bewirken. Im Gegensatz zum Klassiker der Normumsetzungsforschung des innenpolitischen Menschenrechtswandels zeigt dieser Beitrag, dass nicht nur handelende nationale Akteure sozialisiert werden müssen, um geschlechtergerecht zu handeln, sondern auch die internationale politische Elite." "The article deals with the question of how the Croatian women's organizations have contributed to gender policy in Croatia and what instruments they have used at the state level in the process of drafting, initiation and adoption of innovative gender policy. The article argues that in their role as norm advocates the Croatian women's NGOs have been working with a double strategy to call attention to non-compliance with international norms on women's rights and to enforce change. Unlike most of the literature on global norm diffusion, this article argues that, in order to act gender sensible, not only the national actors need to be socialized, but also the international political elite."
