Die politische Wende führte zu einer neuen Situation, die wesentliche Unterschiede, aber auch Ähnlichkeiten mit der kommunistischen Epoche aufweist. 'Soviet foreign policy was shaped in a tight ideological mould. In the final analysis, the aims it pursued were ideological ones, and for the Soviet leaders foreign policy was just a means towards accomplishing their ultimate goal of establishing communist rule over the world. The demise of the Soviet regime gave rise to a new situation that exhibits distinct differences from, but also some similarities to, the communist era. The present report is dedicated to the questions as to what extent Russian foreign policy is ideologically motivated and what ideological controversies are being fought out in the foreign-policy arena.'
