'Die allgemeine Konzentration auf die Vorgänge im Kosovo, insbesondere seit Beginn der NATO-Luftschläge auf serbische Militär-, Versorgungs- und Kommunikationsanlagen, hat deutlich den Blick dafür verstellt, daß dieser Konfliktherd für Slobodan Milosevic, Präsident der Bundesrepublik Jugoslawien, nicht der einzige ist - eventuell nicht einmal der wichtigste. Milosevic läßt seit Jahren mehrere Konflikte eskalieren und treibt sie im Frühjahr 1999 einer gewaltsamen Lösung zu; im Grunde führt er einen Mehr-Fronten-Krieg - gegen die Albaner im Kosovo, gegen nationale Minderheiten in der Vojvodina und im Sandzak, gegen Montenegro, den Partner in der Föderation, und gegen alle Serben, die er maximaler wirtschaftlicher Not und schwerstem geistigen Druck aussetzt. Diese 'Kriege' haben ihn politisch so in die Ausweglosigkeit manövriert, daß er aus der gegenwärtigen Situation, da seit Ende März 1999 die stärkste Millitärallianz der Geschichte ihre Bomber gegen ihn ausschickt, sogar noch den kurzfristigen Gewinn einer politischen Festigung seiner persönlichen Macht zieht. Die von der internationalen Gemeinschaft gegen sein Regime angelegte militärische Zwangsaktion wird von den Menschen als Aggression gegen Serbien empfunden und mit einem Loyalitätsschub für den Präsidenten (auch von denen, die ihm grundsätzlich entgegenstehen) beantwortet.' 'The general concentration on the events in Kosovo, especially since the start of NATO's air attacks on Serb military, supply and communications facilities, has evidently blurred the world's vision for the fact that this trouble-spot is not the only, perhaps not even the most important conflict for Slobodan Milosevic, the President of the Federal Republic of Yugoslavia. For years, Milosevic has been allowing several different conflicts to escalate and now, in the spring of 1999, he is pushing them towards a violent solution; essentially, he is fighting a war on numerous fronts - against the Albanians in Kosovo, against national minorities in the Vojvodina and the Sanjak, against Montenegro, Serbia's partner in the Federation, and against all Serbs, whom he is subjecting to extreme economic deprivation and, utmost intellectual pressure. These wars have manoeuvred him into such a hopeless political dead-end position that even the present situation, with the largest military alliance in history sending out its bombers against him since the end of March 1999, has even brought him a short-term gain in the form of a temporary political consolidation of his personal power. The people perceive the international community's military coercion of the Belgrade regime as an act of aggression against Serbia and are responding to it with a surge of loyalty for their president (even from those who are fundamentally opposed to him).'
