 abstract = {"Die Stadt Mostar wurde nach den Bürgerkriegen Anfang der 1990er Jahre im Zuge der internationalen Hilfe zu einem Einsatzfeld für aktuelle und zukünftige westeuropäische stadtregionale Stabilisierungs- und Entwicklungskonzepte. Die vorliegenden empirischen Untersuchungen zur Arbeit von Entwicklungsagenturen zeigen, dass die meisten dieser Initiativen nach anfänglichen Starterfolgen mit mehr oder weniger großen Akzeptanz- und Umsetzungsproblemen konfrontiert waren. Die Rekonstruktionen von exemplarischen Projektverläufen (stadtregionale Entwicklungsstrategie, Business Incubator, Flughafenprivatisierung) mit ihren Konflikten und Widerständen machten deutlich, dass daran vor allem die tief liegenden Inkompatibilitäten zwischen den westeuropäischen Rationalitäten und "Entwicklungs"-Strategien der Agenturen und den vor Ort historisch deutlich anders strukturierten Formen und Netzwerken politisch-ökonomischer Macht verantwortlich sind. Auf lokaler Ebene kommen dabei in erster Linie die Selbst- und Fremdblockademechanismen sowie die ‚ethno-klientelistisch' ausgerichteten Muster und Praktiken in Politik und Verwaltung zum Tragen. Auf diese Weise finden sich die Entwicklungsagenturen in einem Spagat, in dem vielfältige Brüche und Widersprüche dazu führen, dass ihr Engagement und die damit verbundenen Projektinitiativen in ihrer Wirksamkeit sehr stark eingeschränkt werden oder zum Scheitern verurteilt sind." (Autorenreferat)"After the civil war in the early 1990's, Mostar became a focus of activity for current and future West European urban stabilisation and development concepts related to international aid. The available empirical studies for work by such development agencies show that after initial successes in the start-up phase, most initiatives would to a greater or lesser degree be confronted with problems in acceptance and implementation. From reconstruction of exemplary project processes (urban and regional development strategy, business incubator, airport privatisation) with their conflicts and antagonism, it became clear that the primary causes of these problems lay in deepseated incompatibilities between western European rationality and the "development" strategies of the agencies and the historically quite differently structured forms and networks of local political and economic power. At the local level, one first comes against personal and external obstructive mechanisms and the ethno-client established patterns and practices in politics and governance. This is how development agencies find themselves in a fine balancing act in which the many and varied fault lines and contradictions cause their involvement and related project initiatives to be severely limited in effectiveness or even doomed to failure."
