"Während auf kommunaler Ebene Integration schon seit Ende der 1970er Jahre thematisiert wird, wird erst mit dem ersten deutschen Nationalen Integrationsplan (NIP; Bundesregierung 2007) und dem Nationalen Aktionsplan (NAP; Bundesregierung 2011) Integration zu einer der führenden Policies in Deutschland erklärt. Leitend hierbei sind das interkulturelle Integrationsparadigma sowie die 'Integration vor Ort' im Bereich der Kommunen. Aber für Menschen mit und ohne Migrationshintergrund erscheint Integration schon jetzt mehrdimensional, jenseits essentialistisch konstruierter tradierter Container-Kulturräume.
Kommunen wie Frankfurt am Main reagieren auf diese Entwicklung mit neuen Konzepten wie diversity, ohne aber dabei den neuen Identitätskonstruktionen, die sich transgressiv jenseits kultureller, ethnischer, nationaler oder territorialer Zugehörigkeiten vollziehen, völlig gerecht zu werden. Der Beitrag beschreibt die Schwierigkeiten bei der Umsetzung dieser Konzepte und macht Vorschläge für neue transversale Methoden in Wissenschaft, Politik und Planung." (Autorenreferat)... view less

"While at municipal level discussion of integration began at the end of the 1970s, it was only with the first German Nationaler Integrationsplan (NIP; Bundesregierung 2007) and the Nationaler Aktionsplan (NAP; Bundesregierung 2011) that integration was declared a leading policy in Germany. Here, guiding principles are the intercultural integration paradigm and the importance of local integration at the municipal level. But for individuals with and without migration backgrounds, integration already appears multidimensional, beyond essentialistically construed and traded cultural containers. Municipalities like Frankfurt respond to this development with new concepts like 'diversity', but without fully doing justice to new identity constructions which evolve transgressively beyond cultural, ethnical, national or territorial belongings. The paper describes difficulties with the implementation of these concepts and proposes new transversal methods for science, politics and planning." (author's abstract)... view less
