Die Ukraine vor und nach den Parlamentswahlen 1998

Abstract

'Den politischen Höhepunkt des Jahres 1998 bildeten in der Urkraine die zweiten freien Parlamentswahlen (29. März 1998) seit der Verkündung der Unabhängigkeit des Landes. Es waren die ersten nach der Annahme der neuen Verfassung im Juni 1996 und somit eine Bewährungsprobe für die ukrainische Demokratie und das Mehrparteiensystem. Die Parlamentswahlen 1998 reichen in ihrer Bedeutung über die Neubestellung der Verchovna Rada (VR) hinaus: Sie waren eine Art (Pro)testwahl vor den bevorstehenden Präsidentschaftswahlen, die für Oktober 1999 anberaumt sind, und wurden deshalb von allen politischen Akteuren als Weichenstellung für diese betrachtet. Die Bedeutung der Parlamentswahlen für die politische Entwicklung in der Ukraine ist im Vergleich zu den Dumawahlen in Rußland weitaus größer, da das ukrainische Parlament über mehr Vollmachten verfügt als die rußländische Staatsduma.' 'In Ukraine the political highlight of 1998 was the holding of the second parliamentary elections since the country's declaration of independence. These elections, held on March 29, were the first since the adoption of the new constitution in June 1996 and thus constituted a test of Ukrainian democracy and the multi-party system. As well as bringing about a new distribution of the seats in the Verchovna Rada or Supreme Council, the 1998 elections were also seen by all political actors as a kind of dress rehearsal (or in some cases an expression of protest) for the forthcoming presidential elections scheduled for october 1999 and thus as an indication of what the outcome of those elections might be. The significance of the parliamentary elections for political developments in the Ukraine is much greater that that of the elections to the Russian Duma, since the Ukrainian parliament has greater powers than its Russian counterpart.
