'Nach sieben Jahren Stabilisierungs- und Transformationsanstrengungen in den ost- und südosteuropäischen Staaten zeichnen sich deutliche Differenzierungsprozesse innerhalb der Ländergruppe ab. Ordnungs- und wirtschaftspolitische Weichenstellungen zum einen und historische bzw. geopolitische Einflußfaktoren zum anderen bedingen die bislang unterschiedlichen Reformfortschritte. Von Bedeutung scheinen die Etablierung neuer Eigentumsverhältnisse und die Bereitschaft zur Integration in die Weltwirtschaft zu sein. Tempo und Inhalt der Umgestaltung der Eigentumsverhältnisse in den ehemals sozialistischen Ländern mit staatlichem Eigentum an den Produktionsmitteln prägen die Überwindung und/ oder Konservierung bestehender mikro- und makroökonomischer Ungleichgewichte. Wo eine wirtschaftliche Öffnung vorliegt, sind Strukturwandel und Wachstum auf dem Wege der Anziehung ausländischer Direktinvestitionen sowie modernen Know-hows im technologischen und Humankapitalbereich begünstigt. Unterstützt werden die Reformschritte im güterwirtschaftlichen Sektor durch Maßnahmen der monetären Stabilisierung. Die funktional und institutionell unterschiedlich angelegte Geld- und Wechselkurspolitik in den Ländern ist ein zentraler Bestimmungsgrund des konsistenten bzw. verzögerten Übergangs vom Plan zum Markt.' 'After seven years of efforts to bring about stabilisation and economic transformation, the countries of Eastern and South-eastern Europe can report widely varying degrees of success. The pace of reform has been conditioned on the one hand by the political and economic course they have pursued and on the other by historical and geopolitical factors. Important factors have been the establishment of new ownership structures and the extent to which each country has been willing to become integrated into the global economy. The pace and manner in which formerly socialist countries with state ownership of the means of production have transformed their ownership structures has determined whether micro- and macro-economic imbalances have been overcome or preserved. Countries that have opened up their economies to the outside world have been able to attract both direct foreign investment and modern know-how in the form of technology and human resources and have thus created favourable conditions for structural change and growth. Reform in the commodities/ non-monetary sector has been supported by monetary stabilisation measures. A further key element determining whether the transition to the market has been steady or protracted has been the functionally and institutionally differing monetary and exchange-rate policies.'
