Abstract

This article aims to show how those who have addressed the design of any mega project in Urabá (Colombia), in the case of Pan and its impact in Darien, have shown a pathological lack of all those mechanisms that substantial integration , when taking any decision with territorial implications, must take into account the actual participation of the inhabitants of those areas where you want to develop infrastructure plans, admitting the possibility that these people can give the negative and reject projects that not considered in line with its own concept of development.
