'Im Vorfeld der Präsidentschaftswahlen in Rußland entwickelte Brüssel eine Reihe von Initiativen, um noch vor Ratifizierung des 'Vertrages über Partnerschaft und Kooperation' zwischen der EU und Rußland die Beziehungen möglichst eng zu gestalten und dem Wahlkämpfer Jelzin den Rücken zu stärken. Bei allen Problemen im Verhältnis zu Rußland - genannt sei beispielsweise Moskaus Vernichtungskrieg in Tschetschenien - schien ein Sieg Jelzins für die Partnerschaft vorteilhafter als ein Erfolg des linksnationalistischen Blocks um KP-Chef Sjuganow. Denn während eine Wiederwahl Jelzins die Perspektive für weiteren Wandel in Richtung auf Konsolidierung und Stabilisierung eines reformorientierten Rußland sowie auf partnerschaftliche Zusammenarbeit mit dem Westen wenigstens offenzuhalten versprach, schrecke für den Fall eines Sieges Sjuganows die Aussicht auf neue ideologische Richtungskämpfe, auf politisch-ökonomische Instabilitäten und auf eine Verschärfung antiwestlicher Akzente. Die Ergebnisse der Richtungswahl zeigen, daß Rußland für weiteren Reformwandel und damit für eine Partnerschaft zumindest offenbleibt. Der vorliegende Bericht untersucht Chancen und Probleme in den Beziehungen zwischen der EU und Rußland, wobei er sich auf amtliche Dokumente beider Seiten sowie auf Analysen aus Wissenschaft und Publizistik stützt.' 'In the run-up to the presidential elections in Russia a series of initiatives was evolved in Brussels designed, even before the ratification of the 'Agreement on Partnership and Co-operation', to forge as close ties as possible between the EU and Russia and to give backing to Yeltsin's candidacy. For all the problems in relations with Russia - Moscow's war of annihilation in Chechnya, to take just one example - a Yeltsin victory seemend to augur more favourably for the partnership than a win for the left-wing-nationalist bloc led by CP chief Zyuganov. For while Yeltsin's re-election promised at least to keep open the possibility of further consolidation and stabilisation of a reform-oriented Russia as well as of partnership and co-operation with the West, a victory for Zyuganov held out the alarming prospect of new ideological struggles, of political and economic instability and of a greater anti-Western emphasis. The outcome of the elections shows that Russia at least remains open to further reform and therefore to partnership. The present report examines the prospects for and problems of the relationship between the EU and Russia.
