Migration und Migrationspolitik in der Ukraine nach 1991

Abstract

'Die grundlegenden geopolitischen Veränderungen im weiten Raum der ehemaligen UdSSR haben Bevölkerungsverschiebungen im großen Stil mit sich gebracht, u.a. auch in der Ukraine. Dies hat (besonders stark in denjenigen Regionen, die von den größten Migrationsbewegungen betroffen sind) zahlreiche soziale, wirtschaftliche und politische Probleme aufgeworfen, deren Lösung durch die Schwierigkeiten der Übergangsperiode und durch die tiefe Wirtschaftskrise erschwert wird. Weil im Lande eine stabile Situation bewahrt werden konnte und ethnische Konflikte nicht stattfanden, konnten katastrophale Folgen einer Massenmigration vermieden werden. Daneben müssen die Probleme der Migration, die mit vielen sehr wichtigen Aspekten der Entwicklung des ukrainischen Staates und mit der Frage der Menschenrechte zusammenhängen, bei der Gestaltung der staatlichen Politik ständig berücksichtigt und der objektiven wissenschaftlichen Analyse unterzogen werden.' 'The fundamental geopolitical changes that have taken place on the vast territory of the former USSR have entailed large-scale population shifts, in Ukraine as well as elsewhere. This has (particularly in those regions where the population movements have been greatest) given rise to numerous social, economic and political problems whose solution is complicated by the difficulties of the transition period and the profound economic crisis. Because the country has managed to maintain stability and ethnic conflicts have not taken place, it has been able to avoid the more catastrophic consequences of a mass migration. At the same time, the problems of migration, which are bound up with many extremely important aspects of the evolution of the Ukrainian state and with human right issues, must always be taken into account in shaping official policy and must be subjected to objective scholarly analysis.'
