LeerstandsOFFENSIVE - ein interkommunales Projekt zur Leerstandsbewältigung

Abstract

"2011 starteten elf Gemeinden in peripherer Lage in der Oberpfalz die LeerstandsOFFENSIVE, um auf öffentlichkeitswirksame Weise ein unpopuläres Thema zu bearbeiten. Zunehmendem Leerstand, insbesondere in Ortskernen, kann nur in Zusammenarbeit mit Eigentümern und lokalen Akteuren begegnet werden, so der Konsens. Neben der Kartierung der Leerstände und der Ideenentwicklung sind vor allem Bewusstseinsbildung sowie die Beteiligung wesentlicher Akteure die Projektaufgaben. Erste Konzeptideen greifen fehlende Angebote der Kommunen auf. Die Umsetzung eines genossenschaftlichen Dorfladens wird ebenso in die Wege geleitet wie die Umnutzung leerstehender Gebäude zu barrierefreien Wohnungen. Eine Umsetzung wird zuerst in Bestandsgebäuden und erst nachrangig im Neubau gesucht. Aufgrund teilweise schwieriger Rahmenbedingungen werden die Projekte nur langsam zur Durchführung gebracht. Den Projektinitiatoren und Akteuren begegnen Vorbehalte gegenüber den für ländliche Räume neuen Ansätzen." (Autorenreferat)

"In 2011 eleven municipalities located in peripheral regions of the Upper Palatinate started a project named LeerstandsOFFENSIVE. Measures with an effect on the public are used to deal with the unpopular issue of vacancy. The consensus: The problem of increasing vacancy rates, mainly in the centers of municipalities, can only be solved in cooperation with owners and local actors. Essential project tasks are the mapping of vacancies, increasing the awareness of all stakeholders, participation, brainstorming, information and networking. First concepts include missing offers in the municipalities. Currently, the most successful projects are a cooperative village shop and the conversion of vacant buildings to barrier-free apartments. An implementation is mainly aimed for existing buildings, and only subordinated to new construction. Due to difficult conditions, the realisation of the projects runs slowly. The initiators and actors of the projects are confronted with reservations about new approaches for rural areas." (author's abstract)
