%X "Inwieweit planerische Instrumente ein Hindernis oder einen Weg zum Ziel darstellen, hängt von den lokalen Kontexten ab, in denen sie entstanden sind bzw. angewendet werden. Obwohl der rechtliche Rahmen der räumlichen Planung in allen deutschen Städten prinzipiell gleich ist, werden die Handlungsspielräume und Planungsinstrumente - formelle wie informelle - ganz unterschiedlich genutzt. Dies führen wir auf die Existenz lokaler Planungskulturen zurück. Planungskulturen kennzeichnen sich unter anderem durch die spezifischen Wahrnehmungen, Werte und Bewertungen, Traditionen und Handlungen der Akteure vor Ort. Diese gestalten Instrumente und Verfahren auf bestimmte Art und Weise und unterscheiden sich damit von den Planungspraktiken in anderen räumlichen Kontexten. Ziel dieses Beitrags ist es, ein analytisches Verständnis von (lokalen) Planungskulturen und damit eine neue Perspektive auf die Theorie und Praxis räumlicher Planung zu aufzuzeigen." %X "Planning instruments can be supportive tools for spatial planning and they can be rather ineffective, respectively. This depends on the local contexts from which they evolved and where they are applied. Although the legal framework of spatial planning in German cities is everywhere the same, the scope of action varies and so do the ways of application of planning instruments, both formal and informal. We argue that this is related to local planning cultures. These can be characterized by particular characteristics of the local actors and their institutions, such as specific perceptions, values and valuations, traditions and actions. The local actors create and apply planning instruments in certain ways regarding to their own local culture of planning. Therefore the aims of this contribution are to conceptualize an analytical approach to local planning cultures and to present a new (cultural) perspective on theory and practice of spatial planning."
