Soft borders als neues Raumkonzept in der EU? Das Beispiel der Makroregionalen Kooperationen

Abstract

"Mit den neuen, an funktionalen Verflechtungen orientierten Makroregionen sind neue politische Räume entstanden, die sich in vielfacher Hinsicht auf das Territorium, die Territorialität und die Entwicklung der europäischen Integration auswirken. Makroregionen, die durch nationalstaatliche Vertreter parallel zu existierenden Grenzen gebildet werden, stellen eine neue Form der Kooperation dar. Das Neue ist, dass sie ein Trend innerhalb des europäischen Integrationsprozesses sind, der die Frage nach dem Entstehen einer neuen Ebene in der EU aufkommen lässt. In diesem Beitrag wird die Frage nach der Funktion innereuropäischer Grenzen in makroregionalen Kooperationen gestellt. In einem multiperspektivischen Erklärungsansatz werden die durch den makroregionalen Trend denkbaren Entwicklungen für 'Grenzen' in Europa aufgezeigt. Vier Entwicklungspfade werden diskutiert: Makroregionen könnten sich erstens als eigene supranationale Ebene mit Entscheidungsbefugnis etablieren und neue Grenzen bilden oder zweitens eine Übergangsform darstellen, die langfristig zu einer weiteren EU-Integration und Stärkung der EU-Ebene führen würde und damit zur Auflösung der Binnengrenzen. Eine dritte Möglichkeit wäre, dass sich Makroregionen als intergouvernemental organisierte Ebene verstetigen. In diesem Fall würden die aktuellen Binnengrenzen erhalten bleiben. Ein vierter Entwicklungspfad würde zu soft borders führen. Makroregionen wären dann parallel zu bestehenden Grenzen liegende Kooperationen mit flexiblen Grenzen." (Autorenreferat)

"With the development of macro-regions new political spaces arose that are influencing the territory, territoriality and the development of European integration. Macro-regions are built alongside existing borders and spaces. The novelty of the discussions is that macro-regions are considered to be the first cooperation that could develop into a new level. This article aims at questioning the function of borders within macro-regional cooperations. Four possible development paths are presented in this contribution: First, macro-regions could develop towards a new supra-national level with hard competences, which would lead to new borders within the EU. Second, macro-regions could be a first step into a more integrated Europe finally strengthening the EU level. In this case the inner European borders would devolute. A third possible pathway is the development of an intergovernmental cooperation which would not change the existing borders. Finally macro-regions could come along with soft borders, which are flexible and develop in parallel to existing borders." (author's abstract)
