abstract = {Im Zuge der sozialpolitischen Entstaatlichung
Due to the withdrawal of the state from social policy unions and management are given
increasing responsibilities in terms of shaping social security. This observed re-integration
of the formerly separated spheres of conflict and redistribution – namely labour market
and social policy – strengthens the relevance of state-free bargained social protection. Obviously,
those who are not covered by collective labour agreements are also excluded from
this sort of social welfare. But the so called labour market insiders with standard employment
contracts are affected by the increasing importance of collectively agreed social policies,
too. The paper outlines the ensuing challenges and dilemmas trade unions have to
face, and discusses the shifts with regard to the options for both actions and solidarity of
the employees that occur in the course of the described changes. Some final considerations
on the long-term distributional effects that arise from the increasing importance of collectively
agreed social security conclude the article.},
