"International zu beobachtende rechtlich-institutionelle Bemühungen, selektives 'policing race' zu reduzieren, werden durch die zunehmende Raumorientierung der Polizeiarbeit konterkariert, weil 'policing space' tendenziell von sozialen Verhältnissen sowie Zuschreibungen abstrahiert, gerade dadurch eine Selektivität des polizeilichen Zugriffs bewirkt und so diskriminierende gesellschaftliche Strukturen reproduziert. Aufbauend auf Diskussionen der Produktion des Raums, der Definitionsmacht der Polizei sowie dem Zusammenhang beider Aspekte in Institutionalisierungen und Alltag des policings, wird diese These anhand polizeilich ausgewiesener 'Gefahrengebiete' in Hamburg illustriert." "Legal and institutional efforts to reduce the selective policing of race are undermined by the increasing relevance of the spatialisation of policing. The emphasis on policing space tends to abstract from social conditions and labels which then leads to selective policing and reproduces discriminatory social structures. In the article, this theoretical point is built on discussions of the production of space, the police's power of definition and the relationship between the two in the institutionalisation and daily routine of policing. As illustration we will refer to the 'dangerous zones' designated by the police in Hamburg, Germany, where stop-and-frisk practices without reasonable suspicion are legalised."
