"Seit fast 19 Jahren stellt die Polizei Bewerber und Bewerberinnen mit Migrationshintergrund (d. h. Personen mit unmittelbarer und mittelbarer Migrationserfahrung) ein. Allerdings bewegt sich die Anzahl des migrantischen Personals im Vollzugsdienst der Polizei, aller politischen Rhetorik zum Trotz, nach wie vor zwischen 3 und 9 Prozent (im Vollzug, nicht in der Ausbildung). In vielen, besonders in den neuen Bundesländern liegt die Quote noch deutlich darunter. Daraus ergeben sich eine Reihe von Fragen zu den Integrationsbemühungen und Integrationsleistungen der Polizei. Wobei die Gründe für die Diskrepanz zwischen politisch formulierten Integrationsbekenntnissen und der Praxis der Polizei vielfältig sind: Die Zugangsvoraussetzungen scheinen so hoch zu liegen, dass unter den gegenwärtigen Arbeitsmarkt- und Gleichbehandlungsbedingungen die Polizei für die meisten Bewerber und Bewerberinnen mit Migrationshintergrund real nicht offen steht. Ferner erschweren häufig noch weltanschauliche und kulturelle Vorbehalte auf Seiten der Migranten den Zugang in die Polizei. "Since almost 19 years migrants and visible minorities have been in demand to join the police forces in Germany. Nevertheless since years the percentage of migrant staff has remained at 3 to 9. As a consequence there are some questions to answer concerning the efforts and achievements of integration migrants into the police force. The reasons for the gap between the political declaration and the job reality are numerous: The entry barriers are relatively high, so that candidates with minority Background do not have the same chance to pass the entry examination in real because of insufficient formal qualification. Furthermore the principals of equal-treatment and the situation at the labour market do not encourage diversity strategies. In a substantial number of cases additionally to structural restriction attention is invited to cultural and political mistrust into the German law and police system. To put it in a nutshell: Those who want should not and those who could do not want to join the police." (author's abstract)... view less
