Monitoring von Raumordnungsplänen mit einem bundesweiten Planinformationssystem

Abstract

Der Raumordnungsplan-Monitor (ROPLAMO) ist ein bundesweites Planinformationssystem, in dem die verbindlichen Festlegungen der Landes- und Regionalplanung dokumentiert und ausgewertet werden. Der Beitrag informiert über die Erfassung textlicher und zeichnerischer Planinhalte und deren verknüpfte Auswertung im ROPLAMO. Es wird die räumliche Organisation der Raumordnung beleuchtet und am Beispiel einer Auswertung von Festlegungen zum Freiraum in ostdeutschen Regionalplänen die Möglichkeiten einer vergleichenden Plananalyse vorgestellt. Zum Schluss werden absehbare Perspektiven für den Einsatz und die Weiterentwicklung des Raumordnungsplan-Monitors beleuchtet.

The system used in Germany to monitor spatial-development plans (known as ROPLAMO) is a national plan-information system which records and evaluates the legally binding designations which exist at the levels of state-level and regional planning. This paper provides information on the way in which both the textual and graphical content of plans is incorporated and subsequently linked for evaluation within the ROPLAMO. The author explains the spatial organisation underlying comprehensive spatial planning in Germany and, with special reference to the evaluation of open-space designations in regional plans from eastern Germany, demonstrates the scope for comparative plan analysis. The paper concludes with an account of the foreseeable prospects for implementation and further development of the ROPLAMO.
