Zur Sicherung des Freiraums in Landesentwicklung und Regionalplanung - ein Überblick

Abstract

Der Freiraum herrscht als weiträumiges Flächendargebot und umfangreiches Ressourcenpotenzial im gesamten Landschaftsraum vor. Er stellt ebenso den größten Anteil am Betätigungsfeld raumplanerischen Handelns und Gestaltens dar. Daher scheint es angebracht, in einer Übersichtsdarstellung zur Freiraumsicherung als Aufgabe der Raumordnung und -entwicklung die Beziehungen zwischen Freiraumstruktur und Landschaftsraum aufzuzeigen und in angemessenem Umfang darzustellen. Auf der Grundlage gesetzlicher Regelungen zur Landesentwicklung und Regionalplanung in Sachsen, Sachsen- Anhalt und Thüringen wird sodann der Umgang mit dem Freiraum und seiner Struktur analysiert. Dabei steht exemplarisch die Darstellung der Gemeinsamkeiten und Unterschiede auf diesem Handlungsfeld in den drei Ländern im Mittelpunkt. Vereinzelt findet dazu auch die Neuregelung des ROG Erwähnung. Als weitere Aspekte werden angesprochen: – Die Handhabung der raumplanerischen Instrumente zur Sicherung der umfangreichen Funktionen und zahlreichen Leistungen des Freiraums, – die Aufgaben, welche die Planung der Landesentwicklung in diesem Zusammenhang der Regionalplanung auferlegt und – die Bezüge derartigen Planungshandelns zur Freiraumpolitik, die zur Umweltvorsorge und Regionalentwicklung maßgeblich beiträgt und damit auch ein Aktionsfeld nachhaltiger Raumentwicklung darstellen kann.

Viewed in its totality, open space dominates the landscape; it represents both a vast expanse of land and extensive potential in terms of resources. It also constitutes the principal arena for the actions of spatial planning and design. In the context of a survey of spatial-planning and spatial-development activities aimed at securing open space, it is therefore highly appropriate to trace the nature of the various relationships between open-space structure and the landscape, and to describe these at suitable length. This paper analyses approaches to dealing with open space and the way it is structured, based on the statutory provisions on state-level and regional planning in force in Saxony, Saxony-Anhalt and Thuringia. By way of illustration, the main focus is placed on commonalities and differences in this arena of planning action in these three federal states. Where appropriate, reference is also made to the amendment to the Federal Regional Planning Act. A number of other aspects are also addressed: – the application of spatial-planning instruments to secure the wide range of functions performed by open space in protecting ecological balance, – the tasks assigned to regional planning in this context as a contribution to statelevel development planning, and – the relationship between this type of action in planning and open-space policy, which makes a major contribution to precautionary environmental protection and to regional development, and which accordingly may represent a field of action for sustainable spatial development.
