Monitoring und Evaluation als Voraussetzung einer an der Nachhaltigkeit orientierten staatlichen und kommunalen Entwicklung - Anmerkungen aus Sicht eines Praktikers und Good Practices der Rechenschaftslegung

Abstract

Trotz anfänglich vielversprechender Ansätze in den 1990er Jahren und inzwischen unübersehbar gewordener staatlicher Anleitungen zur Selbsthilfe für die Kommunen hat sich die Einsicht nicht auf breiter Ebene durchsetzen können, dass es zu einer der insbesondere umweltbezogenen Nachhaltigkeit verpflichteten Entwicklung keine ernstzunehmende Alternative gibt. Eine ihrer unabdingbaren Voraussetzungen besteht in der fortwährenden Überprüfung des eingeschlagenen Weges auf Zielkompatibilität. Das betrifft alle administrativen Ebenen gleichermaßen. Die durch unsere Wirtschaftsweise hervorgerufenen ressourcenbezogenen Probleme nehmen beständig zu und schlagen sich bis auf die lokale Ebene nieder; ihre Milderung ist dringlich geworden. Dem Verfasser dieses Beitrags erscheint es daher unumgänglich, die Kommunen – gleichsam in komplementärer Ergänzung ihrer Planungshoheit – zur regelmäßigen Rechenschaftslegung ihrer nachhaltigen Entwicklung durch Monitoring und Evaluation gesetzlich zu verpflichten. Die Bundesländer haben dabei eine zwischen Bund und Kommunen vermittelnde und ihren Kommunen gegenüber koordinierende wie auch unterstützende Rolle zu übernehmen.

Despite the initial promise held out by the early approaches of the 1990s, and the highly visible state guidance on self-help on the part of municipalities now available, there is still no real sign of broad acceptance of the view that there is no serious alternative to a form of development which is committed to environmental sustainability. One essential requirement for sustainability is on-going monitoring of whatever course of action has been selected with regard to its compatibility with the overriding objective. This applies equally to all tiers of administration. The resource-related problems induced by the forms of economic activity we pursue are constantly on the increase and trickle right down to the local level; there is now a pressing need for mitigation. Consequently, the author regards it as indispensable that local authorities – by way of a complement to the sovereignty they enjoy in planning matters – should be placed under a statutory obligation to report at regular intervals on the sustainability of the development they are undertaking by means of monitoring and evaluation. The role for the federal states to adopt is both one of mediation between local authorities and the federal government, and equally one of co-ordination and support in respect of the local authorities within their boundaries.
