Territorialer Zusammenhalt - Positionen und Strategien des grenzüberschreitenden Verflechtungsraumes Oberrhein

Abstract

Mit dem im Oktober 2008 veröffentlichten "Grünbuch zum territorialen Zusammenhalt - territoriale Vielfalt als Stärke" und dem damit eingeleiteten Konsultationsprozess hat die Europäische Kommission einen neuen Impuls in der Debatte um die räumlichen Wirkungen der Kohäsionspolitik gesetzt. Nach einer Einführung zu dem Begriff "territorialer Zusammenhalt" werden in diesem Beitrag Positionen und Strategien des grenzübergreifenden Verflechtungsraums Oberrhein aufgezeigt. Anhand von sechs Ansatzpunkten wird dabei ein Bogen zwischen dem abstrakten Ziel der EU-Politik und dem planerischen Handeln auf regionaler Ebene gespannt.

With its "Green Paper on Territorial Cohesion - turning territorial diversity into strength", published in 2008, and the consultation process to accompany it, the European Commission provided a new impulse for the debate on the spatial impacts of cohesion policy. Following an introduction to the concept of "territorial cohesion", the author sets out the positions and strategies adopted in the cross-border Upper-Rhine region. Referring to six points of application, the author spans an arc between the abstract objective of EU policy and planning action on the ground at the regional level.
