Klimapolitik stützt sich auf zwei Säulen, zum einen auf den Klimaschutz und zum anderen
auf die Anpassung an den Klimawandel. Beide Aspekte sind wichtig und es gilt
langfristig das eine zu tun, ohne das andere zu lassen. Die deutsche Anpassungsstrategie
an den Klimawandel wurde im Dezember 2008 vorgelegt und schafft den Rahmen zur
nationalen Anpassung an den Klimawandel. Im Vordergrund steht die Ermittlung des
Handlungsbedarfs mit dem allgemeinen Ziel der Verringerung der Vulnerabilität. Im
Zuge der Strategieentwicklung wurde deutlich, dass es erstens zu Flächennutzungskonflikten
kommen kann und dass zweitens die Raumordnung und -planung Instrumente
bereithält, um diese Konflikte durch eine integrative Perspektive zu mindern bzw. zu
lösen. In Deutschland stellt sich nach vielen Untersuchungen auch die Frage nach der
differenzierten Vulnerabilität von Sektoren und Regionen. Integration spielt hier in verschiedenen
Dimensionen eine essenzielle Rolle: räumlich, durch die Berücksichtigung
regional übergreifender Analysen und Bewertungen von Klimaveränderungen; horizontal,
mittels sektorübergreifender Betrachtung, die unterschiedliche Akteure in Planungen
mit einbezieht; vertikal in Anbetracht der Berücksichtigung verschiedener Handlungsund
Entscheidungsebenen, von kommunal über europäisch bis international. Fachübergreifende
Planungsansätze sind notwendig sowie auch die Klarheit der Möglichkeiten
und Grenzen der Anpassung an den Klimawandel aus rechtlicher Sicht, um eine integrative

Climate policy is founded on two pillars: on the one hand, there is climate protection,
complemented however by policies for adaptation to the consequences of climate
change. Both aspects are important: the long-term strategy has to be to aim for the former,
whilst at the same time not neglecting the latter. Germany’s strategy for adaptation
to climate change was presented in December 2008 and creates a framework for
adaptation at national level to the impacts of climate change. The prime focus is on
identifying the actions required with the general aim of reducing vulnerability. What
became evident within the course of developing this strategy was, firstly, that this can
easily result in conflicts over land utilisation, and, secondly, that instruments are available
within the various tiers of spatial planning which promote an integration-based
perspective to mitigate or even resolve these conflicts. One question which many studies
have shown to be important in the German context concerns differences in the levels of
vulnerability of different sectors and regions. Here integration has an essential role to
play along various dimensions: the spatial dimension, by paying attention to supraregional
analyses and assessments of changes to the climate; the horizontal, through a
cross-sectoral perspective which involves a variety of different actors in planning; the
vertical, given the need to recognise the various tiers of action and of decision-making,
ranging from the local-authority level to the European level, and beyond. In order to
ensure that an integration-based approach is adopted, cross-sectoral approaches to
