Sozialdialoge als Instrument europäischer Arbeits- und Sozialpolitik?

Abstract

"Das Ziel des Artikels besteht in einer Einschätzung der Entwicklungsperspektiven des sozialen Dialogs als Instrument europäischer Arbeits- und Sozialpolitik. Nach einem knappen Rückblick auf die bisherige Entwicklung werden zunächst die neuen Verfahrensweisen der sozialen Dialoge sowie Ziele des Sozialprotokolls skizziert. Im Mittelpunkt der Analyse stehen nach der Darstellung der Anerkennungsverfahren der Verbände die Einschätzungen der Perspektiven des zentralen bzw. des dezentralen Dialogs, die zukünftigen Funktionen der Kommission sowie mögliche Alternativen der Ausgestaltung der Dialoge. Den Abschluß bilden eine Einschätzung der Instrumente sowie ein Ausblick." (Autorenreferat)

"The article deals with an evaluation of the prospects for the Social Dialogue as an instrument of future European labour and social policy. After a short survey of previous developments the paper outlines the new procedural rules of the Social Dialogue and the aims of the Social Protocol. The analysis is focused on the procedures for the recognition of associations, the evaluation of the prospects for the centralized and the decentralized versions of the Dialogue, the future tasks of the European Commission as well as possible alternatives for the future shape of the Dialogue. The final part evaluates the instruments and presents an outlook for the future." (author's abstract)
