Auswirkungen zukünftiger demographischer Veränderungen auf Nutzung und Gestalt von Kulturlandschaften in Baden-Württemberg

Abstract

Auch in Baden-Württemberg hat in den vergangenen Jahren eine Trendwende bei der Bevölkerungsentwicklung stattgefunden; seit 2008 sinkt die Einwohnerzahl. Zugleich setzen sich die seit Langem zu beobachtende Alterung und die Zunahme des Anteils von Bürgerinnen und Bürgern mit Migrationshintergrund fort. Für Nutzung und Gestalt der Kulturlandschaft hat weniger der bislang eher geringe Bevölkerungsrückgang als vielmehr das zukünftige Verhalten der Bevölkerung bei der Wahl von Wohnform und - ort konkrete Auswirkungen. Hinzu kommen sich ändernde Freizeit- und Mobilitätsverhaltensweisen. Mittel- bis langfristig ist mit einer Wohnsitzverlagerung der Bevölkerung in Richtung der Agglomerationsräume sowie der Klein- und Mittelstädte sowie verstärkten Einwohnerverlusten und Leerständen in dünn besiedelten Gebieten zu rechnen. Für die Kulturlandschaft bedeutet dies einen Verlust an regionaltypischen Gebäuden und Siedlungsformen sowie an differenzierten Nutzungsformen im ortsnahen Garten- und Landschaftsraum und damit eine Vereinheitlichung des Erscheinungsbildes in Stadt und Land.

In recent years in Baden-Württemberg, as elsewhere, there has been a reversal of population development trends. Since 2008 the population has been declining. At the same time the long-observed trend towards the aging of the population and the increase in the proportion of inhabitants with an immigration background has continued. The so far slight decline in population has had less concrete effects on the use and form of the cultural landscape than the future behaviour of the population in terms of choice of ways of living and places of residence. In addition there are changes in recreation and mobility behaviours. In the medium to long term it is to be expected that a redistribution of the population will occur, with agglomerations and small and medium sized settlements gaining residents and thinly populated regions experiencing increasing population loss and vacancy rates. For the cultural landscape this means the loss of regionally typical buildings and settlement forms and the decline of differentiated forms of land use in gardens and landscapes close to settlements. The appearance of town and countryside is thus likely to display increasing uniformity.
