"Die aktuellen Reorganisationen in den Betrieben sowie die Deregulierung arbeits- und sozialpolitischer Standards schaffen durch vielfältige Kostensenkungen, Leistungsverdichtungen und kurzfristige Effektivitätskriterien ein neues Niveau der Ökonomisierung der Arbeitskraft. Für die Betriebsräte ist dies nicht die Zeit großer Vertretungserfolge, sondern großer interessenpolitischer Zugeständnisse. Gemessen an den interessenpolitischen Wachstumsraten der Vergangenheit ist ihre Vertretungswirksamkeit geringer geworden. Damit ist aber bisher keine Erosion ihrer institutionellen Grundlagen verbunden. Das Modell der kooperativen Konfliktverarbeitung durch die Mitbestimmung des repräsentativen 'Zentralorgans' Betriebsrats erfreut sich einer bemerkenswerten Stabilität angesichts der gravierenden Einschränkungen von Handlungsmöglichkeiten auf vielen interessenpolitischen Feldern." "Recent enterprise restructuring and the deregulation of employment conditions and welfare standards, through widereaching cost reductions, increased efficiency and the application of short-term performance criteria, establish new levels in economising on labour inputs. For works councils this is not the time of great representational successes, but rather a time of great concessions. Compared with past results their effectiveness is now reduced. This is not related to any weakening of their institutional basis. The model of cooperative conflict management by the 'central agent' of co-determination, the works council, has displayed a remarkable stability despite the heavy restrictions on its negotiating powers in many areas of representation."
