"Anhand einer historisch-analytischen Rekonstruktion, die die Entwicklung der Arbeitsbeziehungen auf betrieblicher und überbetrieblicher Ebene wie auch die Reaktionen der Tarifpartner auf Veränderungen staatlichen Handelns in der Sozialpolitik berücksichtigt, untersucht der Artikel die Entwicklung der Sozialpolitik durch Tarifvertrag in den Niederlanden. Ergebnis ist, dass sich das niederländische Tarifvertragssystem so entwickelt hat, dass die Funktionen des Tarifvertragssystems flexibel an Veränderungen der staatlichen Sozialpolitik angepasst werden können. Theoretisch folgt daraus zweierlei: In institutioneller Hinsicht zeigt sich, dass den industriellen Beziehungen inhärente opportunistisch ausnutzbare Verhaltensspielräume Quelle ihres institutionellen Wandels sein können; bezüglich der vergleichenden Wohlfahrtsstaatenforschung wird die Schlussfolgerung gezogen, die industriellen Beziehungen systematisch als kausalen Faktor in der Entwicklung von Wohlfahrtsstaaten zu betrachten." "Proceeding from an historical-analytical reconstruction, which takes into account not only the development of labour relations at firm and sectoral level but also the reactions of collective bargaining actors to changes in government social policy, the article investigates the development of social policy based on collective agreements in the Netherlands. The conclusion is that the Dutch collective bargaining system has developed in such a manner that its functions can be flexibly adjusted to changes in government social policy. At the theoretical level, two points follow from this conclusion: in institutional terms, the Dutch case shows that practical opportunities for manoeuvre, which are inherent in industrial relations, can be sources of their institutional change; the implication for comparative welfare state research is that it should systematically include industrial relations as a causal factor in the development of welfare states."
