Ausgleichsgrad und Anreizwirkungen des deutschen Länderfinanzausgleichs: eine kritische Analyse

Abstract

In dem Artikel werden der Ausgleichsgrad und die Anreizwirkungen des deutschen Länderfinanzausgleichs diskutiert. Dabei zeigt sich, dass - im Gegensatz zum verbreiteten Vorurteil - räumlich durchaus relevante Unterschiede in der tatsächlichen Verteilung der Steuereinnahmen und Zuweisungen, d.h. im originären Finanzierungspotenzial der Länder, festzustellen sind. Darüber hinaus sind auch die Selbstbehalte von Steuermehreinnahmen der einzelnen Länder unterschiedlich hoch. Insoweit liegen auch hier beachtliche räumliche Unterschiede vor. Allerdings ist das tatsächliche Entscheidungsverhalten von Landesregierungen deutlich weniger stark von potenziellen Mehreinnahmen beeinflusst als es für eine empirische Relevanz der Anreizhypothese notwendig wäre. Zudem ist und bleibt der Länderfinanzausgleich ein wesentlicher Teil des Transfersystems für die neuen Länder, so dass die verteilungspolitische Funktion auf absehbare Zeit ein sehr hohes Gewicht einnehmen wird.

The article discusses the degree of equalization and the incentive effects of the German Financial Equalization of the Laender (Länderfinanzausgleich). It turns out that - contrary to the commonly perceived prejudice - spatially quite relevant differences can be established in the actual distribution of the tax revenues and allocation, i.e. in the original financing potential of the Laender. Over and above that, the excess of tax revenue of the individual Laender is different. As far as that goes, considerable spatial differences are also visible here. The actual decision behaviour of Laender Governments is however less influenced by potential additional revenue than would be necessary for an empirical relevance of the incentive hypothesis (Anreizhypothese). Besides, the Laenderfinanzausgleich is and will remain an essential part of the transfer systems for the new German Laender, so that the function of distribution policy will be of great importance in the foreseeable future.
