"Bei der Entstehung von industriellen Beziehungen in Ostdeutschland greifen zwei unterschiedliche Entwicklungen ineinander: die vor allem ordnungspolitisch motivierte Übertragung der einschlägigen Regeln, Institutionen und Organisationen aus dem Westen noch vor dem Vollzug der staatlichen Einheit und die Entstehung betrieblicher Belegschaftsinteressenvertretungen im Rahmen des politischen Umbruchs in der DDR. Daraus ergeben sich einschneidende Friktion aus mindestens drei Gründen: Erstens Erstens passen die Strategien und Instrumentarien aus dem Westen nur höchst unzulänglich auf die Probleme der zusammengebrochenen Industriegesellschaft im Osten. Zweitens fügen sich die Interessenkonzepte der ostdeutschen Betriebsräte nicht in die westdeutsche Tradition 'gewerkschaftlicher Orientierung' ein. Drittens fehlen weitgehend die für die Funktionsfähigkeit des Systems im Westen wichtigen Vernetzungen mit dem übrigen politischen System. Der Beitrag analysiert diesen Zusammenhang auf der Grundlage empirischer Betriebsfallstudien. Es wird die These vertreten, daß ein dem bisherigen westdeutschen annähernd vergleichbares Regulierungsniveau nur durch institutionelle bzw. organisatorische Neuerungen zu erreichen und zu erhalten ist, die sowohl zusätzlichen Verbetrieblichungstendenzen als auch den Erfordernissen einer über die Einzelbetriebsebene hinausweisenden Industriepolitik Rechnung zu tragen hätten." There are two distinct processes at work in the emergence of industrial relations in eastern Germany. The first, stemming from a desire to maintain industrial order, is the transplant of West German legal rules, institutions and organisations, which had begun even before the state had been unified. The second, which started during the collapse of the GDR, is the establishment of workplace employee representation. These have caused serious frictions for three reasons. First, the strategies and methods of the West were ill-adapted to the problems of the collapsed industrial order in the East. Secondly, the eastern German works councils' notions of interest representation have been at odds with their traditional trade union orientation in West Germany. Thirdly, the networks which provide vital links with the wider political system in the West, and which make the system work there, are mostly lacking in the East. This article uses case studies of firms in eastern Germany to analyse these relationships. It is argued that a regulatory system of the level that used to predominate in West Germany can only be achieved and maintained by institutional and organisational innovations which take account of both pressures to decentralise to the firm level, and the demands for an industrial policy focused on individual enterprises.... view less
