Wettbewerbe und Rankings der Gebietskörperschaften - regionale Entwicklung als Ergebnis eines "Spiels"?

Abstract

Wettbewerbe und Rankings breiten sich zunehmend aus der Sphäre des Sports in andere gesellschaftliche Bereiche aus. Mit Rankings werden inzwischen auch komplexe Aufgaben wie die Bewertung regionaler Entwicklung mediengerecht vereinfacht. Annahmen über Vergleichbarkeit von Daten und die statistische Generalisierung auf meist eine einzige, irgendwie komponierte Bewertungsskala sind dabei fragwürdig. Wenn Städte oder Regionalrankings einander widersprechen, zeigen sie bereits dadurch, dass sie fundierte analytische Regionalvergleiche nicht ersetzen können. Soll man Städte und Regionen in Ausschreibungswettbewerben zusätzlich zum natürlichen Wettbewerb gegeneinander antreten lassen, um zu besser begründeten Rankings zu kommen? Fördermittel werden dabei zu Prämien, die an die Sieger jenes inszenierten Spiels vergeben werden. Dies aber korrumpiert die Konkurrenzbedingungen für dort ansässige Wirtschaftsunternehmen, denn diese sind darauf angewiesen, dass die Gebietskörperschaften als Infrastrukturprovider möglichst überall gleichwertige Rahmenbedingungen für den Markt garantieren.

Competition and rankings are increasingly spreading from the sphere of sport into other social areas. Rankings are these days used to simplify complex tasks such as the evaluation of regional development for the media. Assumptions about the comparability of data and the statistical generalisation involved in somehow composing one single scale of evaluation are questionable. When rankings of cities or regions contradict one another, then this is an indication that they cannot replace well-founded analytical regional comparisons. Should, in addition to natural competition, competitive bidding between cities and regions be introduced in order to come up with more substantiated rankings? Subsidies would become the prizes awarded to the winners of this staged game. This would, however, corrupt competitive conditions for the companies located in the cities and regions concerned. They depend on the local authorities as infrastructure providers to guarantee as far as possible equivalent framework conditions for the market everywhere.
