"Bei der Revision des Kantonalen Richtplans 2009, dem Koordinationsinstrument für sämtliche raumwirksamen Tätigkeiten im Kanton Luzern, wurde eine Neuordnung auf der Ebene der Region festgesetzt. Mit der Neuordnung in Form von Regionalen Entwicklungsträgern wurden zukunftsfähige Strukturen für eine effiziente und effektive Abwicklung von öffentlichen Aufgaben und eine verstärkte grenz- und bereichsübergreifende Koordination und Zusammenarbeit geschaffen. Im Sinne einer integrierten Regionalentwicklung geht das Aufgabengebiet der Regionalen Entwicklungsträger über die gesetzlich verankerte Regionalplanung hinaus und umfasst auch die Bereiche Wirtschaftsförderung, Tourismus und Freizeit, Kultur, Bildung und Sport, Umwelt und Energie. Nach der Neuorganisation stehen die vier Regionalen Entwicklungsträger im Kanton Luzern vor der zentralen Herausforderung, sich vom statistisch und politisch definierten Perimeter hin zu einem gemeinsamen Handlungsraum zu entwickeln. "The revision of the Structure Plan 2009, the main planning instrument of the Canton of Lucerne for the coordination of operations and measures with a spatial impact, implied a redevelopment at the regional level. Regional development agencies were created to establish sustainable structures for enforcing cross-border coordination and cooperation for a more efficient and effective handling of public tasks. Going beyond traditional regional planning to a more integrated regional development, the agencies also have specific responsibilities for business development, tourism and leisure, culture, education and sports, environment and energy of their region. However, the four new regional development agencies face major challenges: being statistically and politically defined perimeters they have to become functional spaces of action. Besides the formal structures, the established specific thematic networks of regional actors play an important role in that context." (author's abstract)... view less
