Die Studie widmet sich der Weiterentwicklung der Instrumentarien der militärischen Abschreckung im Kalten Krieg zwischen den ideokratischen Einparteiautokratien im Osten unter Führung der Sowjetunion und den liberalen Demokratien im Westen unter Führung der USA. Der Aufsatz ist aus dem Hannah-Arendt-Forurn zur Frage 'Hat das atomare Patt einen dritten Weltkrieg verhindert?' hervorgegangen. Der Autor untersucht und bewertet die damals geläufigen Abschreckungsszenarien. Für ihn lässt sich dabei letztlich die Dialektik der Abschreckung, die sich im Kalten Krieg entwickelt hat, nicht auf die gegenwärtige multipolare Staatenwelt übertragen. Er argumentiert daher, der Klub der etablierten Atommächte müsse exklusiv bleiben. 'The old political instrument of military deterrence was further developed in stages between East and West during the Cold War. It became more intricate over the course of several decades. This was not always noticeable to the public. The author's practical experiences as a war journal officer with large-scale NATO activities in the German navy serve to present and analyze past scenarios of deterrence. It becomes clear as to why the system was not transferable worldwide and that it remains important for this reason that the 'established' nuclear powers also stay exclusive in the future.'
