Die Friedliche Revolution 1989/90 ist ein Ensemble einzigartiger Situationen. So gab es in Deutschland nur im Jahr 1990 zwei demokratisch gewählte Zentralparlamente. Der Bundestag schrieb seit 1987 die elfte Legislaturperiode. Die 10. Volkskammer ging aus den ersten freien und geheimen Wahlen in der DDR im März 1990 hervor und existierte bis zur Wiedervereinigung der DDR mit der Bundesrepublik am 3. Oktober 1990. 'The Peaceful Revolution of 1989/90 is a collection of unique situations. For example, in Germany only in 1990 for half a year there existed two democratically elected central parliaments. The Bundestag was in its 11th election period (since 1987). The l0's Volkskammer (People's Chamber) developed from the first free and secret elections in the GDR on March 18th, 1990, and ceased to exist when the GDR joined the Federal Republic on October 3'd, 1990. A comparison of institutions asks about common grounds and differences of the parliaments in Bonn and East Berlin and for this purpose views at four levels: the members of parliament, the available infrastructure, the applied ways of proceeding and the decisions on the way towards Germany's reunification.'
