Globale Qualitätsproduktion: eine Studie zu neuen Strategien transnationaler Produktion bei Zulieferern der Automobilindustrie und im Maschinenbau

Abstract

"Die Strukturen transnationaler Produktionsstrukturen deutscher Industrieunternehmen (hier Automobilzulieferer und Maschinenbauer mittlerer Größe) verändern sich. Neben dem traditionellen Konzept, Niedriglohnstandorte in ihre transnationalen Wertschöpfungsketten zu integrieren, (dem Konzept der 'verlängerten Werkbank') gewinnt ein neues Muster an Boden, das wir als 'globale Qualitätsproduktion' bezeichnen. Dabei erfahren Standorte in Niedriglohnregionen wie Mittelosteuropa oder China ein Upgrading ihrer Zuständigkeiten und Fähigkeiten, das es ihnen ermöglicht, in höherwertige Produktionssegmente vorzudringen, die bislang als exklusive Domäne deutscher Standorte galten. Die Implikationen für deutsche Standorte sind ambivalent. Einerseits können daraus neue Zumutungen erwachsen, wenn Unternehmen die erweiterten Standortoptionen für eine neue Runde kostenorientierter Verlagerungen nutzen. Zugleich können sich daraus allerdings auch neue Chancen ergeben, denn das Funktionieren solcher transnationalen Systeme hängt auch davon ab, dass deutsche Standorte ihre Funktions- und Kompetenzprofile auf Innovations- und Koordinationationsaufgaben im Kontext globaler Systeme neu ausrichten. Dieser Strukturwandel geht einher mit einem relativen Bedeutungsverlust traditioneller Produktion, verstärkt zugleich aber deren Ausrichtung auf Innovationsaufgaben. Für Betriebsräte tun sich in diesem Prozess neue Einfluss- und Gestaltungsmöglichkeiten auf, deren Nutzung allerdings gebunden ist an die Schaffung von Voraussetzungen in ihrem Kompetenzprofil, ihren Organisationsstrukturen und ihrer Verankerung in veränderten Belegschaftsstrukturen." "Transnational production systems of German firms (here medium sized automotive suppliers and mechanical engineering companies) are changing. In addition to the traditional strategy to integrate low wage locations into their transnational value chains (the 'extended workbench' strategy), a new pattern is on the rise, which we call 'global quality production'. This means, low wage locations upgrade in competencies and capabilities, enabling them to enter higher value segments of production that up to now were thought to be an exclusive domain of German locations. The implications for German locations are ambivalent. On the one hand they may face new impositions, when firms use the new options for another round of cost oriented relocation. But there can be new opportunities as well, because the successful operation of transnational quality production systems also depends on the capabilities of German locations to newly direct their profiles to innovation and coordination tasks in global systems. For industrial production in German locations this structural change reduces the significance of its traditional function, but at the same time amplifies its direction to innovation functions. For works councils new options of codetermination open up in this process, but using them is bound to preconditions: adjusting their competence profiles, redirecting their organisation structures, and reorganising their power base in a differently structured workforce."
