"Die Chancen, aktiv an der politischen Willensbildung teilzunehmen, sind unterschiedlich verteilt: Wer einen niedrigen oder gar keinen Bildungsabschluss und wer ein niedriges Einkommen hat, beteiligt sich deutlich weniger an demokratischen Prozessen als gut Ausgebildete und Menschen mit höherem Einkommen. Dies gilt für Beteiligung an Wahlen und Mitarbeit in Parteien und Bürgerinitiativen wie für die Bekundung des politischen Willens mittels Unterschriftenlisten oder Online-Initiativen.
