Entwicklung der überörtlichen Raumplanung in der Bundesrepublik von 1975 bis heute

Abstract

Wie hat sich die überörtliche Raumplanung in der Bundesrepublik Deutschland in den letzten 30 Jahren verändert? Dies ist die zentrale Fragestellung des vorliegenden Arbeitsmaterials der ARL. Dabei geht es nicht nur darum, bestimmte Entwicklungen in der Planungspraxis nachzuzeichnen, sondern auch deren Entstehungszusammenhänge zu untersuchen: Wodurch sind Veränderungen in der Raumplanung ausgelöst worden? Welche Rolle spielen veränderte Rahmenbedingungen, neue Problemstellungen oder die Einführung neuer Instrumente? Ausgangspunkt der Betrachtung sind die Aktivitäten der Träger der Regional- und Landesplanung sowie der Bundesraumordnung. Hierbei wird nicht nur die Planung im engeren Sinne, d.h. die Erarbeitung von Raumordnungsplänen, untersucht; vielmehr werden alle Tätigkeiten berücksichtigt, welche die planenden Stellen zur Erfüllung ihrer Zielvorstellungen als notwendig erachten. Dazu gehören auch die sog. "weichen", informellen Instrumente wie Verhandlungen, Moderation von regionalen Entwicklungsprozessen und persuasive Instrumente.

How has supralocal spatial planning in the Federal Republic of Germany changed over the course of the last thirty years? This is the central question to be addressed in the present ARL working materials. Attention is paid here not only to tracing specific developments in planning practice, but also to examining the circumstances which account for their genesis: What has triggered changes in spatial planning? Just what has been the impact of changes in the framework conditions, of the new problems to be faced, or of the introduction of new instruments? The starting-point for this examination is provided by the activities of the agencies responsible for regional (intermunicipal) and state-level spatial planning and by the comprehensive tier of federal-level spatial planning. The focus is placed not only on planning in the narrow sense – i.e. the preparation of spatial-development plans – but rather on all of those activities deemed essential by planning authorities for achieving their objectives. These include what are referred to as "soft", informal instruments such as negotiation, moderating regional development processes, and persuasive instruments.
