Regionalplanerische Steuerung des großflächigen Einzelhandels: Kleine Regionalplanertagung Baden-Württemberg 2009

Abstract

Die Regional- und Landesplanung setzt sich für lebendige Innenstädte und eine flächendeckende, verbrauchernahe Versorgung mit Gütern der Grundversorgung ein. Die planerischen Festlegungen steuern ein Marktgeschehen, das von Trends zur Größe, zur Verkaufsflächenausweitung und zur Konzentration auf der Anbieterseite bestimmt wird. Regionale Konzepte legen den Rahmen fest, in dem sich der Wettbewerb um Standorte – zwischen den Kommunen – und der Wettbewerb um den Verbraucher – zwischen den Handelsunternehmen – abspielen. Vor diesem Hintergrund fand am 23.10.2009 in Bühl die baden-württembergische "Kleine Regionalplanertagung 2009" statt, die der Regionalverband Mittlerer Oberrhein in Zusammenarbeit mit der Arbeitsgemeinschaft der Regionalverbände Baden-Württemberg und der LAG Baden-Württemberg der ARL organisierte. Die im vorliegenden Band enthaltenen Beiträge behandeln folgende Themen: Steuerung des Einzelhandels durch die Landes- und Regionalplanung - zugleich ein Beitrag zur Normenanwendung im Raumordnungsrecht (Dr. Gerd Hager); Agglomerationsregelungen in der Regionalplanung zur Steuerung des Einzelhandels (Prof.Dr. Michael Uechtritz); Regionalplanerische Steuerung des großflächigen Einzelhandels: Das Einzelhandels- und Zentrenkonzept der Region Bonn/Rhein-Sieg/Ahrweiler (Dipl.-Ing. Jeannette Wagner).

Regional and state planning promote lively inner cities and a comprehensive, consumer-oriented supply of basic commodities. The planning regulations control market activities that are determined by trends in terms of size, on sales area expansion and concentration on the suppliers' side. Regional concepts establish the framework in which competition for locations – between the municipalities – and competition for the consumer – between the retailing companies - take place. Against this background the "Kleine Regionalplanertagung 2009" (Small Regional Planner’s Convention 2009) of the state of Baden-Württemberg took place on October 23rd of 2010 in Bühl, organised by the Regionalverband Mittlerer Oberrhein (Regional Planning Association Middle Upper Rhine) in cooperation with the Arbeitsgemeinschaft der Regionalverbände Baden-Württemberg (Consortium of the Regional Planning Associations of Baden-Württemberg) and the ARL's LAG Baden-Württemberg (Regional Working Group of Baden-Württemberg of the Academy for Spatial Research and Planning). The articles included in the volume on hand deal with the following topics: Guiding the retail trade through regional and state planning – a contribution on the subject of the application of standards in town and country planning (Dr. Gerd Hager); Agglomeration regulations in regional planning to control retail trade (Prof.Dr. Michael Uechtritz); Regional planning control of the large scale retail trade: the retail trade and city centre concept of the region Bonn/Rhine-Sieg/Ahrweiler (Dipl.-Ing. Jeannette Wagner).
