'Von der Kriminologie bisher kaum wahrgenommene Handlungsbereiche werden unter dem Begriff 'Kriminalität der Mächtigen' thematisiert. Im Rahmen der Untersuchung wird versucht, den Gegenstandsbereich definitorisch zu bestimmen, ihn in seinen konkreten Erscheinungsformen zu beschreiben sowie das Phänomen ansatzweise zu erklären. Unter dem Bergiff 'Kriminalität der Mächtigen' sollen alle machtbezogenen Straftaten bzw. strafbedrohten Verhaltensweisen der gesellschaftlich, sowohl politisch als auch ökonomisch, Mächtigen verstanden werden. Konkrete Erscheinungsformen des Phänomens werden u.a. anhand einer Acht-Felder-Typologie illustriert, in der politische und ökonomische Verbrechen von politisch und ökonomisch Mächtigen auf nationaler und internationaler Ebene jeweils einer Feldkategorie zugeordnet sind. Schließlich wird ein Erklärungsmodell vorgeschlagen,das den Prozeß verfolgt, durch welchen eine Person zur Begehung von oder Beteiligung an machtgebundenen kriminellen Handlungen gelangt: Ein Individuum wird in diesem Sinne kriminell, wenn es bei der Verfolgung seiner eigenen Interessen in eine Spannungssituation gerät, dabei über Techniken der Neutralisierung verfügt und seine Handlungen rational abwägt.' 'Spheres of actions that criminology has scarcely perceived up to now are to be thematized in terms of the notion of the 'crimes of the powerful'. Within the scope of the present research we try to delimit the subject-matter definitively, to describe its many types of manifestations, and to account for that phenomenon. - Under the concept 'crimes of the powerful' all criminal or punishable behavior should be understood in relation to the abuse of such privileged status by the socially, as well as politically and economically, powerful. The concrete outward forms of the phenomenon are illustrated by an eight-field-typology in which each field is allocated to the political and economic crimes of the politically and economically privileged at the national and international level. After all, an explanatory model is suggested. It studies the process in which a person of said position can come to commit or participate in criminal behaviour: A person becomes in this sense criminal, when he/she comes across a conflict situation in the pursuit of his/her own interests, has at hand the techniques of neutralization at his/her disposal, and considers his/her actions rationally.'
