Die Studie plädiert für eine differenzierte Perspektive in der gegenwärtige Kontoverse um 'asiatische Werte' und Demokratie. Dazu wird zunächst eine vergleichende Analyse der politischen Systems Singapurs, Indonesiens und Malaysias präsentiert. Die Systeme werden als strukturell ähnliche co-optative Herrschaftsformen gekennzeichnet, die bis zu dem Zeitpunkt undemokratisch waren, als die etablierten Machtstrukturen durch die Zulassung demokratischer Wahlen und oppositioneller Parteien in Frage gestellt wurden. Eine genauere Betrachtung der spezifischen historischen und kulturellen Bedingungen zeigt jedoch ein ambivalentes Bild. Eine detailliertere Diskursanalyse der Debatte um 'asiatische Werte' verdeutlicht den politischen Charakter dieser angeblich kulturellen Determinanten. Eine essentialistische Interpretation der Werte wird kann auch dadurch vermieden werden, dass die kulturellen Werte des asiatischen Gesellschaften sozialstrukturell relativiert, d.h. auf die Zukunftsperspektiven und die Hoffnung auf das demokratische Potenzial der aufstrebenden Mittelklassen bezogen werden. 'This paper pleas for adopting a differentiated perspective on the current controversy over 'Asian values' and democracy. It presents a comparative analysis of the political systems of Singapore, Indonesia, and Malaysia, and depicts these polities as structurally similar co-optative systems which are undemocratic since they keep the given power structure in place by preventing opposition parties from ever being elected. In the light of their particular context, however, a more ambivalent picture emerges. Considering the contingent set of historic, ethnic and socio-economic circumstances at work in the evolution of these systems, their performance in safeguarding public order and in providing economic prosperity has to be recognized. While an institutional analysis of the 'Asian values' discourse can demonstrate the political character of cultural definition and distinction and can likewise avoid an essentialist interpretation, a tentative discussion of the prospects for democratization with emphasis on the emerging middle-classes draws a pessimistic picture for future democratization.'
