Frankreich ist Frankreich ist Europa: Französische Europa-Politik zwischen Pragmatismus und Tradition

Abstract

"Frankreichs Europa-Politik ist von zwei widerstreitenden Diskursen geprägt: Der eine setzt auf eine Funktionalisierung Europas zur Durchsetzung französischer Interessen, während der andere die von Nicolas Sarkozy angekündigte »Rückkehr Frankreichs nach Europa« betont. Die Konzentration der außenpolitischen Entscheidungsmacht in der Hand des Präsidenten und ein neuer pragmatischer Ansatz prägen die aktuelle französische Europa-Politik, die grundsätzlich dem intergouvernementalen Ansatz verschrieben bleibt und die Führungsrolle Frankreichs in Europa zu festigen sucht. Gerade in zentralen Politikfeldern wie der Klima- und Energie-, der Wirtschafts- und Finanz- sowie der Sicherheits- und Verteidigungspolitik zeigt sich Frankreich in jüngster Zeit immer wieder als Vorreiter für europäische Positionen, ohne dabei das nationale Interesse aus den Augen zu verlieren. Der neue pragmatische Ansatz in der französischen Europa-Politik fordert von Deutschland ebenfalls eine stärkere Handlungsbereitschaft an der Seite Frankreichs, um gemeinsam Vorreiter der europäischen Entwicklung zu bleiben." "French European policy is characterized by two contradictory discourses: the first one emphasizes an instrumental use of Europe to achieve French interests while the other one emphasizes Nicolas Sarkozy's announced 'Return of France to Europe'. The accumulation of power in the hands of the President in terms of foreign policy decision-making and a new pragmatic approach characterize the current French policy toward Europe which in principle is prescribed to the intergovernmental approach and seeks to strengthen the leadership role of France in Europe. Especially in key policy issues such as climate and energy, economic and financial, security and defense policy, France has recently been acting as a pioneer for Europe's position, without losing sight of its own national interest. The new pragmatic approach of France's European policy requires a stronger willingness for Germany to act in order to jointly remain pioneers of European development." (author's abstract)
